Mass incarceration is a serious problem because it can create a cycle in which punishment does not necessarily make communities safer and can make it harder for people to rebuild their lives after serving their sentences.

High costs to taxpayers:Housing and supervising large prison populations requires substantial public funding.
Overcrowded prisons:Excessive incarceration can contribute to overcrowding and poor living conditions.
Families are affected:When a parent or caregiver is incarcerated, children and families can experience financial and emotional hardship.
Barriers after release:People leaving prison may struggle to find employment, housing, education, and other opportunities, increasing the risk of returning to the justice system.
Nonviolent offenses:Critics argue that some people receive lengthy sentences for offenses that could be addressed through treatment, rehabilitation, community supervision, or other alternatives
Unequal impact:Sentencing and enforcement practices can affect different communities disproportionately.
Rehabilitation:A justice system should not only punish wrongdoing; it should also provide opportunities for people to change and successfully return to society.
The goal should be public safety and accountability—not incarceration for incarceration’s sake.We can be tough on violent crime while supporting rehabilitation, mental-health and substance-use treatment where appropriate, education and job training in prisons, and reentry programs that reduce repeat offenses. This approach can protect victims and communities while giving people who have paid their debt to society a genuine opportunity to become productive members of their communities.
